New Dunarea East & West wind farms will create one of Europe’s largest onshore wind projects
Rezolv will construct two onshore wind farms in Romania with a combined capacity of up to 600MW. Together with Rezolv’s recently announced 450MW VIFOR wind farm and 1,044MW Dama solar farm, the business now has more than 2GW of renewable energy projects.
Sharing the same grid connection point, the two new wind farms will be located in the communes of Adamclisi & Deleni in Romania’s Constanta county. The sites will benefit from the region’s exceptional natural wind resources, flat terrain, and energy interconnection. Once operational, the wind farms will generate enough clean energy to power more than 332,000 homes and avoid approximately 220,000 tonnes of CO2e annually, making a significant contribution to both Romania’s and the European Union’s environmental targets for 2030 and 2050.

Environmental and Social Impact AssessmentReport
The primary objective of this Environmental and Social Impact Assessment (ESIA) is to evaluate the potential environmental and social impacts, both positive and negative, associated with the planning, construction, and operation of the Dunarea East Wind Farm Project.
This report assesses the environmental and social performance of the Dunarea East Wind Farm Project in alignment with the following key requirements:
- EBRD Environmental and Social Policy (ESP) (2024) and Environmental and Social Requirements (ESRs).
- International Finance Corporation (IFC) Performance Standards (PS) (2012), including the IFC Environmental, Health, and Safety (EHS) Guidelines for Solar Power Projects (2015), the IFC EHS Guidelines for Electric Power Transmission and Distribution (2007), and the World Bank Group General EHS Guidelines (2007).
- European Union laws and regulations applicable to the Dunarea East Wind Farm including, but not limited to, the EU Environmental Impact Assessment (EIA) Directive and other relevant environmental and social legislation applicable in Romania.

Obiectivul principal al acestei evaluări a impactului social și de mediu (ESIA) este de a evalua impactul potențial social și de mediu, atât pozitiv, cât și negativ, asociat cu planificarea, construcția și exploatarea proiectului parcului eolian Dunarea Est.
Acest raport se concentrează pe evaluarea performanței sociale și de mediu a proiectului parcului eolian Dunarea Est, în conformitate cu următoarele cerințe cheie:
- Politica de Mediu și Socială (ESP) a BERD (2024) și Cerințele de Mediu și Sociale (ESRs).
- Standardele de performanță (SP) ale International Finance Corporation (IFC) din 2012, care includ ghidurile IFC privind Mediul, Sănătatea și Siguranța (EHS) pentru proiecte de energie solară (2015), ghidurile IFC EHS pentru transportul și distribuția energiei electrice (2007) și ghidurile generale EHS ale Grupului Băncii Mondiale (2007).
- Legislația și reglementările Uniunii Europene aplicabile Proiectului Parcului Eolian Dunarea Est, inclusiv, dar fără a se limita la, Directiva UE privind evaluarea impactului asupra mediului (EIA) și alte acte legislative relevante de mediu și sociale aplicabile în România.
